Role Analysis Of Motivation, Participation, Behavior And Policy Factors, On Performance Waste Management In Makassar City

 

Summary :

Waste management ideally involves technical and non-technical aspects in a comprehensive manner. The technical service level is 80-90%, meaning that it still leaves environmental problems, so that non-technical aspects need to be presented, such as motivation, participation, behavior, policy support and waste management performance.

The problem of substance of technical aspect, is the manager / government in the concept of planning / design of waste product waste is not accurate, because it does not involve data of urban growth / migration including temporary population mobility. This mistake is a problem of urban garbage, the approach number of tools / facilities management does not meet, the number of human resources is not appropriate, and other mathematical calculations. With the implementation of the concept of Technical Planning of Waste Management based on Law No. 18/2008, it is expected that waste control can be overcome.

The authors review the performance of waste management in particular Makassar City, focusing on non-technical aspects, ie motivating workers, involving community participation, changing the mindset of the community, and applying rules as a form of policy and accumulating non-technical potentials to boost waste management performance. The discussion used qualitative descriptive analysis, with questionnaire spreading. The results to be achieved are the Performance of Waste Management Service Level through the analysis of the relationship between variables and indicators on the variables through Structural Equation Modeling (SEM)
